Saying that, what I have done in my current Russia game (just started)įirst thing I do, is check what each territory produces and if there is more than 1 coal (and no Iron) in the provence I build Cement Factories (ala Crimera - although I realised I think there is an iron provence in Crimera after I built it and the Provence west of it).
